The values on the circle locations are an accumulator of miles that you should have achieved once you have navigated out of that location and other prior locations e.g. Navigating out of the first location gives you 1 mile, after navigating out of the second location you have achieved 3 miles which was a 2 mile process thus 1mile + 2 miles = 3 miles. After navigating out of the third location you have achieved 5 miles which was a 2 mile process thus 1mile + 2 miles + 2miles = 5 miles. After navigating out of the fourth location you have achieved 7 miles which was a 2 mile process thus 1mile + 2 miles + 2miles + 2miles = 7 miles which ends level 1, to continue in the fifth location you have a stumbling block that could add to your miles without you making any progress.
